2010 HCC Honolulu Scholarship Essay Question The Native Hawaiian Government Reorganization Act may be a reality by the time you read this essay question. The U.S. House of Representatives, on February 24, 2010, passed H.R. 2314 - The Native Hawaiian Government Reorganization Act (NHGRA) after some debate on the floor. Two congressmen registered their opposition to the passing of an amendment made to NHGRA. What amendment did the two congressmen oppose? Who proposed that amendment?
